eCAP Website: New User Portal for the California Teleconnect Fund (CTF) Program
In our last blog post, we reviewed the California Teleconnect Fund (CTF) program and how California-based organizations can utilize this program to save on broadband and advanced communication services. On Monday, January 30, 2023, the CTF program launched a new website to manage this program called eCAP (electronic Claim and Application Portal).
Information for Applicants and Participants
The eCAP website provides you a personal account to manage your CTF program information and application processes. Moving forward, organizations must utilize eCAP to manage their participation in the CTF program, including:
Submitting applications
Maintaining contact information
Completing eligibility recertifications
Organizations that participated in the CTF program prior to January 30, 2023 should have received an email invitation to access their eCAP account. Organizations applying to the CTF program for the first time should create a new eCAP account.

Information for Service Providers
Service providers must begin to use the eCAP website to file their claims for reimbursement. The submission of claims in eCAP will permanently replace the previous submission method where service providers submitted claims by email. In addition to filing and tracking claims, service providers can use eCAP to maintain their program enrollment and update their Primary Regulatory or Complaint Contact information. Service providers that wish to participate in the CTF program must enroll in the program via eCAP.
Service providers should have received an email invitation from CPUC to access their eCAP account. If you did not receive an email invitation, or are otherwise unable to access your eCAP account, contact CTFClaims@cpuc.cagov. Please note: do not attempt to create a new eCAP account; all service provider eCAP accounts are created by CPUC.
